Your neighbor was able to drive up and down the driveway, using at least 1st, likely 1st and reverse, with no apparent issue. Did he/she pull on the steering wheel when exiting?
You can select 1-2 (and R) by moving the column rod, although you can't from the shift lever. That makes me suspect the steering column has been pulled back and up enough to make the shift rod, the one parallel to the steering column, to be 'too short' for what I suspect is some new position.
The whole column is fastened to the underside of the dash by a slotted bracket and two nuts/bolts. This bracket can be loosened and slid within the slots to an ideal position and secured there.
The engagement (or lack of engagement) of the freewheel shouldn't have an issue on selection of the gear ratio.
