It sounds like your talking about a 99 tank...I recently restored a very rusty tank. As I inspected the tank, I realized there was a lot of baffles inside the tank. I was concerned about clogging up the tank in the manner you describe. Having done tanks many times, I opted for just a good de-scaling and rust treatment. These would be the steps needed prior to lining the tank. On a tank to tank basis, many times this is all that's required. The problem with tank liners is once you've committed to it, your stuck with the results. The only way to remove the liner is to torch it off. If you have a clogged up inner tank (with liner), you'll have to have the tank split and addressed. Quality tank restorers will be familiar with this process. Was this done by a tank repair service? If so, call them. I hate to be the bearer of bad news, but I think you need to find another tank. This topic has been discussed many times on this site, so go to the archives for more information.
