It wouldn't cause a battery drain if it were disconnected, but on 99's (at least through 1978, the last year they were in the USA) there are two multi-wire connectors under the dashboard near where the ventilation ducts go down to the console area. One side of these connectors is on the harness coming from the engine bay, the other side is the harness to your instrument cluster and switches and the one to the ignition switch and the rear of the car. I don't know if at some point the harness was changed to the type of through-the-firewall connections found on the 900 models.
Does your car have a catalytic converter? You could also be suffering from melted insulation in the wiring harness under the console where the harness passes above the cat. Such shorting could cause melted insulation for some distance through the harness. The dash wiring part of the harness does not go near that area, but if the insulation got melted far enough up the harness it could cause shorting. (Believe me, I've had to inspect and repair as much as 6 feet of harness because of melted insulation.)
