The whole rear quarter panel can be repaired and Saab DID for a while do these as a replacement panel [I know as I have one at home, the wrong side for you unfortunately and on the other side of the world] but there MIGHT be some lying somewhere gathering dust, so a bit of serious detective work might turn up a brand new part. Failing that, as has been suggested, the panel off another 99 can used instead, it'll just mean more work to prepare first. The trick would be to cut the bodywork of the donor car around the welded joins (oppsite side to the bit you want obviously), so you take the panel home and clean it up in 'comfort'. It's mostly spot welds apart from the join at the top near the rear window. The wagonback panel isn't the same, the side window is longer and the panel behind the wheelarch is flatter, so you'd be better to stick to the same model for donor parts.
The damage sounds like it goes quite high on the side above the beltline? ...it might be less work spot welding an entire side panel than trying to patch in a huge section with flush welding/hammer welding then trying to hide the join - a whole panel would feel like a 'proper' repair.
Front wings are easier, but the same principle: if your repaire gets the hang of that then let him loose on the rear!
I believe that the wheelarch lips weren't spot welded to the inner arches, although most repairers weld them. I could be wrong, anyone correct me on this one? If there's any inner arch repairs to do, patching is normally ok.
I once repaired a VERY rusty 1980 99 and we had to do the box sections under the rear arches, front inner wings as well as outers and lots of cut & patch. It was very strong afterwards!
