For the thermostat to open you must have a flow of water past the spring or bellows part of the termostat. I do not have a 99 manual so please check if there are two hoses or water channels on the hot side of the thermostat and that one is not blocked. If not there should be a small hole in the stationary part of the termostat to allow the hot water to circulate past the termostat and thus heating the sensor so that it will open. If you have several old termostats you may want to try drilling a 1 -2 mm hole and give it a try.
