99 ignition lock; grime inside windows

Hey -- thanks to everybody who gave me advice a few months back. My '74 99 is on the road again Virginia. Feels good. Now, just a couple of very minor annoyances remain:
1. For about the seventeenth time, the ignition lock has broken off at the base of the barrel. I've already got the starter rigged to a button, but I still use the lock to turn the power on and off, so this is annoying. Over the years, I've gotten pretty good at outsmarting the antitheft nuts to get new locks out of junkers, but now it's getting hard to find junkyard 99s that still have the key in the lock. So,
A. Will a 900 lock fit in the 99 barrel?
B. Alternately, is there a good way to modify the ignition switch with a knob or something instead of the lock?
2. For years, the windshield and windows of my car have gotten fogged up on the inside with a slightly oily substance. I've never figured out what it is or where it's coming from. Any ideas?
