1978 99 fuel tank return line problem

Does anyone know the internal arrangement of this tank? ie are there baffles or anything else that might cause this problem: Driving along, all ok, suddenly loss power, unable to rev up could barely move to park the car. Idling okay, fuel leak by RR tire. Shut down and towed home. There are two small 90 hoses and one way valve on the return line just by the fuel tank. Both aged and cracked - replaced, valve direction correct. Started up, unable to rev, no power, fuel pump making straining noises. I connected my fuel pressure gauge and bypassed the pump relay with a jumper, immediately seeing 100+ psi on the gauge. Checked the one way valve - no longer doing its job so I replaced the two short pieces and the valve with a single hose. Suspecting a clogged return line at the tank, I disconnect the return line and run into a container. Jump the pump again, plenty of volume but only 40 psi on the gauge. Reconnect line - 100 psi again. Disconnect line, stick tie wrap into the small return line elbow. As it goes in, fuel comes out like it is displaced by the tie wrap. Tank is only 1/3 to 1/2 full so what the heck if fuel doing all way at the top of the tank? Is it plugged up in there somewhere? Any other ideas welcome.
