Here I go responding to my own post again. Just wanted to wrap this one up...

When I had initially tested voltage at the fuel pump, I simply back-pinned the terminals at the pump to make the test - this is how it is illustrated in the manuals. So the pump was connected when I measured voltage.

However, when I later removed the wires from the pump and tested I got a solid 12.5 volts, so the wiring is apparently OK - the pump was pulling a lot of the voltage away. Sure enough, I installed a new pump this weekend and voltage is now 12.5V with the pump plugged in and running. Conclusion - it was a bad pump all along.
