I'm learning my way around these cars, myself, having bought a high mile 2011 turbo4 base car in the last month. Based on my experiences, plus looking around online, here's what I can tell you about the issue list:
The taillight kit is probably the one that replaces the halogen bulbs that do turn/stop lighting with LEDs. Some cutting and splicing of wires for the load resistors; if the halogen bulbs haven't melted their sockets, that's pretty straightforward to swap into the tail light assemblies. I went the DIY route, buying LED bulbs and resistors separately, splicing them in with ScotchLoc connectors.
The center stop light is a matter of LEDs burning out. I've read of some people modding and substituting the guts from a 9-3SS. Others have replaced individual LEDs. The usual OE Saab parts vendor I use shows the correct replacement LED center stop light assemblies as back-ordered.
Seat heater pads are still available, as I understand. There's a decent YouTube video out there detailing that job.
Key fobs and key shanks are available new; I just had one arrive on the doorstep with some other fiddly bits. The remotes and key shanks are reasonably priced, and one can program them in-car without scan tools.
If it has the standard 17" rims, tires are a very common (for this day and age) size.
