Towing eye

Thought I had the solution to not drilling holes in my bumper to have the front license plate (required in VA) on my new 2010 9-5. Mount the license plate holder to the towing eye receptacle!
Took the towing eye cover off and there is no threaded hole behind the cover? What gives? Where is the receptacle? Looked at my 2011 (still awaiting windshield before selling) - not on the 2011 either.
The manual has instructions for towing on pg 218 showing the screw-in hole, so what am I missing?

BTW - no towing eye receptacle inside the rear bumper either - I checked.
