a sticking ebrake will wear out the internal brake shoes, not the pads. When you use the brake pedal, the ebrake shoes are not actuated so if they were worn out, it wouldn't impact braking. Maybe both the shoes and the pads were replaced which solved two problems, ebrakes and rear brakes.
