Sorry, but the p-brake shoes may be worn. If the mecahnism is in good condition the p-brake never has any wear and never needs to be adjusted. If the p-brake mechanism is hanging up, then the pads will wear. Adjusting it does not solve the problem. You need to remove the rotors and clean, inspect and lube and get things running right.
You adjust the p-brake pads by moving the star wheel behind the hub, thru a larger hole in the rotor and hub provided for that. When the shoes are adjusted, the lever should be fine.
Also check to see that the p-brake cables are moving freely in their jackets. Could be some binding there too.
So just adjusting the p-brake is wrong!
