'94 SAAB SE Front End Rides Looooow

Just bought a nice '94 SAAB 900 SE with 170K miles on it.
Most of the work required to restore its dignity is simple
and being done.
A bit baffled by the front end riding so low. Checked postings
on saabnet to check out to make certain the front end had been
updated by the past owner. By all accounts it has been.
Still, rides low. The right side even sounds like it bottoms out
from time to time if I go over a bump or dip.
Steering is quite tight so I am thinking the front end might need
new shocks and springs.
Any suggestions on how to asssess and solve the problem will be appreciated.
