It is probably the switch. The fuse also controlls the wipers and they would not work if the fuse is blown. The switch is probably the easiest thing on you car to change. It should only take about 3 minutes. I believe eeuroparts had the best price. trying to jump the switch might not work. When I changed mine on my 94 NG900 the switch was noticably shot. You can pull the switch and test it with a ohm meter.
