That fuse feeds all the major players in your fuel system, not the fuel pump. The fuel pump is fuse 32 or 34 i think. Fuse 16b feeds the Main relay for the Injection system. The main relay feeds the injectors, maf, ecm, and others. You'll need a electrical diagram for the fuel injection system to pin point the problem. I would replace the fuse, start the car and wiggle the injection harness to see if the car cuts out. Then check for any wire shorting.
