Failed NY emissions test

My 1994 900S V6, manual, 148K, failed the NY emissions test (enhanced NY City test using a dynamometer) for NOx.
Recent emissions report
Category: Vehicle reading / test limits (gpm)
HC: .52 / .80
CO: 4.83 / 15.00
NOx: 2.71 / 2.00
This car has received Saab recommended service performed timely at all service intervals since new. Last major service was at the 125K interval in October of 2001.
Two Saab dealers recommended different solutions to address the high NOx:
Gargae A. Perform major service (i.e, 30K interval service with new spark plugs, filters, etc.)
Gargage B. Replace the “tired” catalytic converter. They commented that the engine runs smoothly; air filter is clear; and no problems with engine related emission equipment.
Historically, this car has received high NOx readings. In a 1999 Connecticut emissions test, one month after the car received recommended major service at the 95K interval, its NOx reading was 847 with a test limit of 848 (ppm). Data is not available from a test performed in 2002.
