If you open the hood of the car, stare straight down into the radiatior and run your hand towards the left hand side of the radiator, near it, you will see the BPC. The Boost Pressure Control(BPC) or Boost pressure control Valve (BPV) is a little device with three small rubber hoses attached to it. The device itself is made out of plastic and it can fit in the palm of your hand. The BPC is attached in two points to the "frame" of the car. One of the three hoses go to the waste gate actuator and it is marked with a W, I believe this is the hose that Deans would suggest you disconnect. All three hoses have a corresponding letter engraved in them. Look carefully.
If you disconnect the waste-gate actuator hose (W) and you go out and speed until the boost kicks in, you sould get into the red followed by a normal and sudden lose power (The Electronic Control unit, the car's CPU kicks in - re read Deans post for more info). I am pretty sure that in a stock car this only happens on 3rd gear onwards, as 2st and second never command the turbo boost. However with the waste gate actuaor offline, this might take place in first and second, I do not recall.
I had this very problem. I replaced the BPC or BPV and that solved my problem. Seems like the inner workings of these things can go bad. I did not noticed anything obviously wrong with my old BPC, it simply was not working. A new one from an used part dealer solved my problem. Some of the best money I ever spent! There are many, many posts on this issue, so feel free to search around. Hopefully I can steer you into the right direction. I hope this information helps.
