Happened to me too. Basically it is the cable stop for the two rear brake cable housings. It is spot-welded to the inside of the transmission tunnel on the driver's side in the rear seat footwell. It is held on by only three tiny spot welds and must withstand fairly high force. THere are a couple of ways to fix it. The first is welding, but that would require removal of the carpet and insulating material in the rear seat area, as well as the parking brake cables.
The second way (bolting it on) I learned from another saaber on the board. In short I drilled three 1/4" holes through the bracket and into the floor, and then bolted it on with 1/4"stainless bolts and nuts. Works great.
On mine it was easy because someone had previously attempted to repair it with self-tapping screws, so pilot holes were already there. I removed the doorjam trim on the rear passenger door opening, and pulled up the carpet and insulating pad on that side. I was then able to get a cordless drill in there (under the carpet) and drill three larger holes through the previous ones. The bracket was all bent out of shape, but I was able to get enough clearance under the car by unbolting the exhaust heat sheild and bending it out of the way. It is thin aluminum and returned to its original shape with no problems. To flatten the bracket I hit it with a hammer, and then tightened it on with the largest washers I could find. No problems so far.
If I had not had the pilot holes already, it would have been a much harder job. There is not enough clearance in the tunnel under the car to drill straight into the bracket. I would have had to remove the center and rear exhaust sections, as well as the heat shield. Then I would have been able to center punch and drill some new holes.
It is not a job requiring great skill, but it does take a lot of time and work to get at the bracket.
