I've tried jump starting my car and had it not work, until the good car reved it's engine up to 2000-2500 rpm to get its alternator pumping out some juice. Its worth a shot. Whats the voltage on your battery? What the green indicator on a battery says and a voltage meter says can be very different. I think you should be looking for a voltage reading of greater than 12.55 volts with the engine off. Do you have any dry cells tat you should fill up with distilled water? I would definitely be looking at the battery first, because a battery is a whole lot cheaper to replace than a starter. I too would say that unless you let the starter run for a long time, then that shouldn't have done too much harm.
