After finding this board a few months ago and hearing for the first time about the head bolts needing tightening, I found a Saab service bulletin on this, and called the Saab support line to confirm it covers ALL NG900 production from 1994 on. This does not mean your car has loose head bolts, it just means it MAY have the problem.
Saab support did not just say yes, I asked them to research it for me and confirm, and they did a few days later. I give them high marks for spending the time, calling back more than once etc...
There are several revisions of the service bulletin, so Saab takes it pretty seriously. My copy is dated 1996, with two revisions, last one in 2001.
Translating to non-tech speak:
Your head bolts may or may not need tightening, ONCE (not more than once). The recommended procedure, order, torque etc. is in the bulletin.
It is not a recall or service "programme", so if you choose to do it, you have to do it at your cost (NG900 is long out of warranty anyway). Waiting for oil or coolant leaks to appear to make up your mind may be a bit late.
