Tires first, in my opinion... Cheap or used winter tires online or from a tire shop if money is an issue are better than bald summer tires any day in Wisconsin or Mass...
I tend to be conservative when it comes to safety. Saabs are fragile cars. They protect their occupants well, but you have a low bumper... if you rear-end an SUV or truck and the air bags deploy, the car could be totaled (if they do not, so could you).
Suspension next, but I would not wait until summer.
Then, high performance summer tires, if and when you can afford them, :)
