Boy. This can be a pain. I have a 1996, and was told by DMV that they have mandetory OBDII testing on 1996 and newer cars by law (ie. they WILL NOT plug a sniffer onto your tailpipe for cars newer than 1996).
All car mfgs had to put in this OBDII system on 1996+ cars. And the one on mine takes a LONG time to reach readiness states on a number of tests, which caused me to 'fail' until I could get my car in that state (ready for testing). No CEL for me, but I had reset the computer by changing my battery about 2 months before my test which cleared the computer and hence any readiness tests it had passed.
So, you can Clear your CEL by removing the battery **** BUT **** then your cars readiness tests will not be 'ready' **** and that can take MONTHS on 1996-1998 models. So do NOT do that unless DMV can assure you that they will sniff your tailpipe emissions, not try to read the readiness codes from the computer okay?
I was lead to understand that 1995 and earlier could get the 'sniffing' done which would work around all this computer nonsense and go to the truth: the actual emissions from the car not some computer glich crap.
If all they want is a clear CEL for a 1994 and then will do emissions SNIFFING (no computer hookup) then it would be okay to clear the computer (total reset) when you disconnect the battery for several minutes. But don't do that until you have something in writing from DMV, because if they won't pass you because your computer has been recently reset, then basically only a dealer can do the super special drive needed to get your car back into 'ready' mode within a couple days (around $400 for this nonsense).
Best of luck to you. Let us know what the scoop is on 1994-1995 models vis a vis computer or tailpipe testing.
