Sounds like you have the same problem that both my 1994 and 2000 cars have. The leak you see is probably coming from the plug that goes in the hole where the distributor would have been on an N/A model, it is below the VC gasket, but above the head gasket. So it is not the head gasket YET. You can clean the motor with Gunk or similar and observe the formation of the actual leak in a few days, if not certain, (remember, leak origin is always from the highest possible leak point of oil stain).
I recently replaced my VC gasket on my 94 SE (148k) because it was leaking at several locations there, the head on the 1994-1996 models did not require retorquing as a "better" bolt was used and those models were properly torqued at the factory. None of my head bolts were loose on that car. Although this stopped all the VC leaks, I still have a leak from that distributor hole plug, apparently, there is an o-ring that should be replaced here to fix it.
Reportedly, 1997-2002 models have had a problem with the loose head bolts. These are TTY (torque to yield) bolts that permanently stretch a bit when torqued properly. So if yours have already been retorqued one or more times, I would replace the bolts with new ones. Too much stretching will lead to breakage.
Here is what I plan to do on my 2000 9-3;
Remove VC, replace gasket
Replace distributor plug and o-ring
Check with dealers database to see if bolts have been retorqued by Saab
If not, I will retorque the existing bolts
If the have already been retorqued, replace the bolts with the old bolt design and old torque values.
If you let this go too long, you will be in the market for a head gasket which can cost upwards of 800.00.
