An opinion from the non-turbo camp: It's marginal if it's the only thing you are doing.

Performance aside, it might actually save you money in the long run, but it takes a long time to 'pay off' (when you factor in the oil) so I'd say it's a toss up money-wise. But if you are doing a bevy of other mods, then you may as well. In a non-turbo like mine, I added one and if I really try to convince myself, I can convince myself that I get 166 HP instead of 165 HP if you get my drift :)

It's been a couple years but the week after I put it in I do remember feeling as if it breathes a little easier, but then again, it's a lot less fuss and muss just to throw away a paper one and put a new one in.

Your milage may vary.
