DRL should be tied to headlights (in fact, inseperable if in US) and go out with key off. But if you had your parking lights on, they would stay on with the key off.

If you are in a cold climate (or possibly not) and the battery gets COMPLETELY drained, it is possible that it is so dead that it won't accept a charge again. If very cold, the battery could then "freeze" and like a frozen pop can explode (bulge out). I have had this happen once a long while back. In this case, you will need a new battery, and hopefully you can change that out fairly easily and get going again..
