You mean the 9000 has lower mileage??? I would get the 94 9000, mostly b/c of the lower mileage.
Either way, at that mileage both cars probably need new shocks and struts and engine mounts. 9000 auto transmissions can be problematic a high mileage (my 91 9000CDT transmission lasted 88K).
Overall, you are probably better off with lower mileage. I have owned one NG900 and 3 9000's. I would say the maintenance is comparable with newer 9000s. If you are talking about 1986-1992 9000's, I would say maintenance is higher, but the 1993 and later 9000's are much better.
Plus the 9000 2.3 LPT is a great engine, good performance vs non-turbo 900S
