Top speed question, sorry about the empty post...

I have a 99 9-3 base model with a manual transmission. I have only completed minor mods, so far. I have a K&N air filter in a mildly modified airbox, I remover the turbo silencer and reworked the stepped throttle body transition casting. Anyways my question is: Is the top speed on base models actually limited to 130 mph like I have heard?
I ask this because living in Germany, I have many opportunities to really see what the car can do. On two occassions, I have reached 147 mph on my speedometer. Both times, I have had to roll out of it because of traffic and it seemed that it could probably go a little faster.
Is this a matter of the car actually not being speed limited. A VERY good thing. Or is this a matter of severe speedometer error. I have heard of 3 percent errors but this is much higher, around 11 percent?
Anyways, I am just curious as to how fast it can go. I would like to find out that it is really not limited, but I would not be that surprised if the speedo error is that big. Insurance and gov't has that kind of effect on this kind of thing.
