I have had one on my 2000 9-3 for about 3 months and what your dealer says is partly true, but a bit of an exageration.
Yes, moisture does collect on the underside of the deflector when it rains and can cause some water spots on the deflector as it dries in the sun. You would need some pretty large clumps of dirt or other gunk to get caught under it before I can imagine it doing any harm to the paint. That is because the hood deflector attaches to the underside of the hood and as it wraps around to the top, it only touches the paint at several points where there are silicon rubber "bumps" attached to the deflector. At the far edges of the hood (near the front fenders), there are two plastic clips that clip on to the hood, but the deflector kit comes with some small pieces of clear protective tape that you put on the hood where the clips attach. So, in effect, the deflector is suspended about about 1/8"-1/4" above your hood.
When I wash my car, I usually remove the hood deflector so I can wash and dry it...just so it doesn't look more dirty than the rest of the clean car. This is no big deal, though, because it only takes about a minute to remove it and a minute to re-install it.
