I am shocked at the dealer's admission; that they only change the brake fluid in the reservoir, without bleeding the system.

The whole point of the brake fluid change at 2 year intervals is to get rid of the water-contaminated fluid. Brake fluid is hygroscopic, it sucks out moistute from everything around it. The presence of water in the fluid increases its compressibility, and leads to internal corrosion of brake lines and pistons.

If you just replace what's in the reservoir, you still leave the old fluid in the lines and the calipers. You might as well not change it at all.

The majority of brake problems on older cars can be attributed to lack of fluid changes. Do yourself and your car a favour, and change *all* your fluid. And tell your dealer to go on a basic car maintenance course!
