Well, I viewed it as a problem (even before I knew what it was) because I didn't think it was supposed to do that. After all, it didn't do that for the first 16,000 miles.
So while in for the 20,000 mile service, I asked them to investigate what was causing it and if anything was wrong. When I came to pick it up, they said they had ordered a new turbo under warranty. Initially I didn't connect that with the puff of smoke, but when I asked why, they explained the puff of smoke was due to a small leak around one of the turbo gaskets. While it may not have been enough of a leak to cause a major problem (I had not noticed any change in oil level), they seemed ready to fix it which makes me wonder if this is another item mentioned in one of the Saab TSBs (Technical Service Bulletins). They seemed to be familiar with the issue, even though he said its not something they *like* to do because it is fairly time consuming for such a little thing.
So, if your car is still under warranty, I would say take it in and ask them why it is doing that...and see if they don't order you a new turbo. If they don't know the cause, ask them to check if there is a leak around the turbo gasket.
