Check out some of the tuners that offer ECU upgrades for the 9-3 base. Most of them offer Exhaust, Intake, and ECU upgrade stages for the Saab 2.0 and 2.3 turbo engines

What year is your 9-3? If it's a 1999-2000, then you most likely have a Trionic 5 ECU. If that is the case, then you can benefit from a MBC installation also. If you have a Trionic 7 ECU, then your best bet to boost HP is to get a new ECU.

I'm waiting for a CARB legal ECU upgrade.
