I have a 2000 US-spec base 9-3 here in Germany. I usually get 22 MPG around town. Mixed driving gets me to 28 MPG. Autobahn speeds will cause fuel economy to drop to 20 - 22 MPG depending on whether I cruise at 100 MPH or 120 MPH (if road and traffic conditions allow it). US interstate speeds produce 32-33 MPG. I have seen 35 MPG once. I've put 40,000 miles on my car since I've owned it, driven it in all kinds of weather and traffic, and have yet to get less than 22 MPG for an average on a fuel tank. I usually get 26 MPG for my "normal" driving (my normal commute is usually 25 miles one way). I normally use moderate acceleration so I can spend more time at optimum speeds (Road & Track discussed a BMW study that looked at this. It seems to work). You should be getting better fuel economy. Cold cycle may be a culprit since cold engines use more fuel. Running lots of errands where you have to restart the car a lot during the day (or night) will consume extra fuel. As others have mentioned, good maintenance is critical.
