A few questions. Well, maybe more than a "few"

I am starting a serious hunt for a SAAB 9-3 and have a few questions. (This will be my second SAAB. The first was a 1976 99. I sold it five years ago with 330,000 miles - 250,000 put on the clock by me.) The new SAAB will be used for pleasure and I expect to be the only driver. I don't have a commute or kids. I imagine the rear seat will be down nearly all the time to accomodate my dog and gear/toys. While I appreciate the performance of SAAB automobiles, I think it is the practicality and safety that differentiates them from the other choices out there.
1. Is it possible to determine the month & year of manufacture from the VIN? How?
2. How significant of an improvement is the Trionic 7 engine management system (T7)? Is it present in all 2000 9-3s? Was it introduced mid-year in 1999? How does one determine if a SAAB has T7?
3. Below is a "required" list. I would appreciate comments and recommendations about things I should consider - or reconsider.
4. I live in the Pacific northwest and the selection seems a bit thin. I see a lot more listings in the northeast and south. Any suggestions on how to connect with sources for good SAABs? I'll travel - or pay delivery - for the right car.
