I ran a '79 900T.
That model had your basic turbo.
To contain turbo pressure, it had a rumimentary system whose
weakest part ($2.75 + 1/2 hour labor) was a rubber diaphragm.
When this rubber diaphragm dried up and broke, as rubbers will
under a lot of heat (no pun intended), the wastegate would allow
all the turbo's built-up pressure out the wastegate, uncontained.
To save the engine, Saab decided to wire the fuel supply to this
contraption, but not so as to shut it down for good. If you backed
off on the accelerator, the turbo became thus disengaged and you
could drive w/o bucking (i.e. engaging and disengaging the turbo and
thus the fuel.)
So these many years later you have (sounds like) the same problem but
you would now probably need to engage a computer wizard to trouble shoot
the system and not simply put on another rubber to contain the pressure. (...again, no pun intended)
