I think wet rotors actually can be the cause.
The new Mercedes SL500 have a system where the car (unnoticeably) will apply the brakes extremely quickly to break the water film, to make sure that you will have immideate access to full braking power when needed (it's probablly linked to the windshield wipers).
My reasoning is that if this wasn't an issue, they wouldn't have put the engineering resources into fixing it.
This is a $90,000 car though, so everyone else just have to do that manually as required...
