Yes, it can move and the rubber bushings are too thick, the result of a design flaw introduced when the orignal cast aluminum rack was replaced with a smaller diameter fabricated steel unit in 1995&1/2 . The two control arms are joined with a big jelly filled donut... sorry, it is a hollow oil filled rubber bushing. The control arms connect to the chassis with rubber bushings. The strut top mount can be tired, and have cracks and tears. With the engine off, work the steering wheel back and forth, not scrubbing the tires on the pavement, but almost that amount of force... if there gross movemment of the strut top shafts? If so, then you need new mounts.
So there are too many rubber bits! If the toe-in is off, the steering can feel very bad if everything else is good.
Loose subframe bolts can be a problem too.
The only real solution is the Viggen Rescue Kit (VRK), which costs around $800 and around $300 to install. You can get a pair of KYB upper mounts c/w bearings for around $110 from tirerack.com. Might be time for new shocks as well. Smells like $2K already....
