9-3 SE automatic premium lease deal

Hi folks,
Looking to possibly lease or purchase a 2002 9-3 SE automatic with premium, heated seats, silver metallic color. Not sure which way to go - lease or purchase.
Best that the dealer I've been in contact with can do is:
Drive-Off $1818.45 including the refundable security deposit of $450.00.
Monthly payment including sales tax is $440.045. Residual value at the end of 36 months based on 12,000 miles a year will be $15,071.90
Is this a fair deal? Monthly payments seem kinda high. And so does the residual of the car.
A couple of questions. I thought that the dealers are getting $3000 for factory leases with 0.5-1.5% lease terms, vs $4000 dealer incentives for sales. Apparently the $4000 off and 0.00% finance terms for purchases are not combinable? The reason I ask is I can PURCHASE this same car above for $27500 cash not including tax/licensing (or 6.5% interest through Saab).
