Don't let your service manager off the hook. This started on my 2000 9-3 at around 17,000 miles. When I took the car in for the 20,000 service, I asked them to investigate the cause. In my case, it turned out to be a small gasket leak in the turbo. Just enough to ooze out about a drop or two of oil once you shut off the engine. On the next start, that small amount of oil would be burned off and appear as the puff of smoke on startup. Since the gasket could not be replaced by itself, they ordered a new turbo and replaced it under warranty. No more puff of smoke since then.
I have heard of a couple of other possible causes for this mentioned on this board, but I don't remember the details at the moment. You might want to search on "smoke" and see what you find. Bottom line, though, is that it is not normal for your 9-3 to put out any smoke. It may not be something doing a lot of harm, but it is not normal. Your service manager should be able to find the cause.
