My 97 9000 cs also had poor reception with a high pitched whine on both AM and FM, but worse on AM, go under a phone line and the whine would drown out the sound. Click the radio off then on and signal would reacquire and be good until the next phone line or overhead high tension wires.
I had read that this could be bad grounding of the antennae to the fender and it was recommended to remove the antennae and sandpaper the area to bare metal. Not trusting that advice for fear of rust, I looked at the top of the antennae mount and noticed small triangular points that were designed to just pierce the paint when the mast is tightened down. I raised these up more with a small screwdriver and reinstalled. It appears to solve the problem as I do not get any interference at all now. The adjusted sharp points get a better ground apparantly. Cost: $ 0
