A smoky TID would concern me even if new. It does take a little wear to seat the rings and valves, but not that long. Diesels are know to smoke, but the TDI and TDI offerings have brought emissions very low and the dark smoke of older diesels is no longer.
I'm assuming since you have the TID Saab you are not a U.S. resident. Either way, diesel fuels are very clean from the refiner. In the U.S. I've run many diesels and the latest being very large diplacement (turbo direct injected) and there is little to no smoke. There was no smoke during break-in and still no smoke after 40K miles and towing 10,000 lbs under heavy accelleration. Previous older non TID/TDI diesels I drove spewed black smoke. In the U.S. new VW TDI and Ford TDI diesels do not emit any smoke (even brand new).
With the environmental issues going on I am surprised that Saab is telling you that this is "normal".
