1) cut a ~3" hole and extend out with thin wall PVC conduit. Use a K&N drop in filter element 33-2663. No you will not put a cone filter at the end. There are detailed posts, search for 'duct mod'.
2) that will be good
3) The ECU work is done on an exhange basis, or you send your ECU out to be changed and wait for it to come back. This will cost perhaps $500US. Yes, you can combine the ECU and a MBC. Try just the ECU itself when you get it. Run with a $35 MBC now. A MBC + ECU_mod will make the turbo spool faster and also increase the boost of the modified ECU. You might be after a strong clutch doing this.
This will be expensive in Canadian dollars.
Exhaust system?
Check this out in the Classifieds
"1997 900 SET...have for sale an Abbott Racing stage 4 custom ECU. This ECU is remarkable and will allow for your car to boost all the way up to 1.5 bars by itself. It will truly transform your car and put a smile on your face and it is for sale with exchange for $700/obo US$."
I don't know if you can use a 1997 ECU in a 1999.
