Yes, thats the way that it is. So you can just leave that lower pully where it is.
I talked to Brad at George's imports yesterday and I am planning on going there this afternoon to get the new belt and a new idler pully. I will also get a diagram of how the new belt is routed and put that into my owners manual and my Haynes manual too. So if things go according to plan, I will have the part numbers.
I will also pick up a new oil pressure switch, as mine is kaput. I expect that this switch is bad on thousands of Saabs, and that the switch is probably used on other makes as well. It is hard to notice a lamp that does not light up when you turn on the ignition and its not there. This is all the worse, as you cannot see where it would be, even with a flash light.
