The actuator pushes the wastgate lever towards the battery. It takes about 15-20 pounds of force to move it off of its seat. If it was not moving, you would have uncontrolled boost, so it is probably fine.
The oil that you saw in the pipes and silencer are normal. Some seal leakage, plus, on boost and wider throttle openings, the engine blow-by gasses vent into the intake upstream of the turbo compressor. The hose joints need to be oil free to allow the clamps to create a grip to resist blow off.
