9-3 SE HVAC control module

I have a 1999 9-3 SE and the AC isn't coming on. I had an AC specialist check it he said that there was no voltage to the sensor on the condenser and therefore he suspects the HVAC module even though his diagnostic tool wouldn't work on this model.
Saab service said a number of things could cause this. "Such as?" I asked and he replied low refrigerant. I asked him how much an HVAC control module would cost and he said $1500! I then called the AC guy who confirmed that the refrigerant had been low, but that he evacuated and refilled the system to no avail.
To top it off the darn LCD panel that reads the temperature and provides warnings is going. We had three of the lower ones replaced under warranty already. Now with 85K miles this car is getting VERY expensive (just spent $300 getting a relay fixed for the blower motor and a few other odds and ends) and we still have nine payments left!
Can anyone shed some light on this problem? Where I can get a good price on an HVAC module, a used one?
