If you redline the car in sport all the time you are haulin' ass way beyond what's safe and legal. I assume you have an American turbo 9-3 in America. What RPM's do you consider too low for climbing a hill? I suggest taking your local Saab service advisor or tech for a ride and show him what you mean. Perhaps you do need a repair.
High RPMS's are not a Saab turbo strong point. Saab's have modest RPM limits and gobs of torque at 2,000 RPM, so it's tough to understand why you think your Saab needs to downshift up hills. You really have to have your foot in a Saab turbo all the way HARD to get a Saab to redline.
