I had a similar unnerving brake experience this past holiday when I travelled back to the Motherland (Boston). On the Pike during the heavy slush/snow storms that followed me, my brakes didn't work for the first second or so I applied them (felt like hours). I think it's salt, or Teflon, or whatever the Mass HW dept throws on the roads: when I got back to upstate NY (lots of snow, not so many plows spewing chemicals), the brakes were fine. I don't notice a lot of corrosion on the rotors or anything either, I really think the problem is directly related to the slush cocktail on the roads. I imagine other cars suffer this as well...
