There's a Technical Service Bulletin that was put out about installing 17" wheels on a regular (non-Viggen) 9-3. It involved cutting down the long plastic nuts in the front wheel wells and grinding down part of the inside edge of the rear bumper. The nuts are probably what your tires are rubbing on. The 17" tire size for the 9-5 is another 10mm wider and the sidewalls are very slightly taller than the size recommended for the 9-3 (225/45R17 vs. 215/45R17).
