Hi Plum,
I'm not sure why your getting the run around with a simple mod. I was unaware that NH did emissions since my folks never are required to go through this process. I'll tell you that there are plenty of people that have custom exhausts installed in NH and stiff get inspection stickers, just look at all the pick-up trucks with the custom exuast that exits straight out the rear...... Could it be that your pipes are too rusted?
I had a couple done at Skip's in Plaistow NH on Rte 125. Not sure if he's still in business. I would stay away from the muffler chain stores and talk with the local guy that works out of a small garage.
Just be warned that the person you chose may not perform the job you want. I had one exhaust shop work on a VW rabbit (long long time ago) and they didn't use a single stock hanger on the car and instead screwed sheet metal screws into the floor...... Never went back there and the vibrations were nasty.
The Saab system is worth the money if your looking to go that route. I bought one for my car and install was roughly 1 hour and required minimal tools. There are plenty of shops that will install this for you. I can suggest a few if you would like.
