I've had my 2000 9-3 SE Auto for 2 years now & am loving it! Has some turbo sportyness to it but you can still use it to haul all kinds of stuff in the hatchback trunk. Af far as your questions
I've consistantly gotten about 25 MPG regardless of octane level. The only time it rose up to 30 was on a drive from NH to New orleans and back about a year ago... Most of my driving is mixed back roads & highway, very little of what would be considered "city" driving.
I haven't found insurance to be too bad with Liberty Mutual, State Farm & Progressive (started w/ State Farm, switched to Liberty & am about to go to Progressive...)
Personally, I didn't find the Pilot HXs (standard tires) to be very good in the snow, and I did lose traction and get into an accident my first winter with the car. This past winter I invested in Nokian Haka Q's and I couldn't be appier. The car is like a truck with those things!
I've been using the dealer for maintenence, but I know there are some independants out there. Then again, I've owned the car from 15,000-60-000 miles any the only things I've really had done are the 2 scheduled services at 30,000(?) and 60,000.
