One of my daily work trucks is a 10 year-old Ford F-150, and probably has the numbest and lightest steering I've experienced, with a tiny steering wheel. The truck is huge, but you can twirl away on the wheel and it will bank into a turn: it's sort of like driving with a faucet handle. Switching back to my Saab is like visiting the go-cart track by comparison.
I have a 1999 9-3 SE HOT, and would never say that the steering is heavy, though it is certainly heavier than the truck's. I always use both hands when I drive, and you do feel more effort at slow speeds (parking, etc.).
On the other hand, it isn't a lot of effort to turn, absolutely: if yours is really stiff, it wouldn't hurt to check your fluid levels and see if your PS pump is leaking etc. Are there any weird noises?
